BATELSA: Privatization of the Telecommunication Company in the city of Barranquilla

The Government of Colombia, through the Superintendence of Public Services is looking for an investor for the Empresa Barranquilla Telecomunicaciones S.A. (Batelsa) – a local fixed operator in the city of Barranquilla and its surrounding areas.

Batelsa is a recently created company, with no employees and is currently renting the infrastructure to operate from the old telecommunications company “EDT” (now in liquidation). The resources brought in by the investor will be used to buy this infrastructure.

Batelsa competes in the Barranquilla area with another telecommunications company Metrotel S.A., which is 50% owned by the incumbent international operator TELECOM. As of December 2004, Batelsa had 122,000 clients which represented 53% of the area´s market share.

Corporación Financiera del Valle has been appointed to manage the sale process. This process includes a prequalification phase which ends in the first days of September 2005; bids are due in September 26 of 2005.
