BOGOTA´s AIRPORT: Concession Contract |
The Government through the Aerocivil (the equivalent
of the FAA) has announced it will award a concession for
the operation of Bogota´s Eldorado airport.
Eldorado International Airport is the leading airport in Colombia, and
one of the most important in South America. Passenger
traffic represents 35% of Colombia´s local passenger traffic and
70% of the contry´s international passenger traffic.
The Government awarded a contract for the structuring
of the concession process to a consortium formed by
KPMG, a local law firm (Durán & Osorio) and
an international technical firm, Marshall Macklin Monagham
Ltd.
The preliminary terms of reference (ToR) for investors
are ready ( www.aerocivil.gov.co:
Concesiones Aeroportuarias). According to the Government’s
timetable, the sale of formal ToR will begin in August,
and the contract will be awarded in February of 2006.
Eldorado International Airport is located on the capital
city of Colombia, Bogotá. Bogotá’s
population is approximately 7 million. The Airport is
11 kilometers from downtown.
- The airport serves approximately 7,5 million passengers
per year (both ways) and 2 million international passengers per year.
- The airport serves approximately 46,000 tons of national cargo per year
(35 % of Colombia’s total national cargo) and approximately 355,000 tons
of international cargo per year (80% of Colombia’s total international cargo)
- The airport’s air operations (including landing and take-off) are approximately 200.000 (22% of the Colombia’s total air operations)
- The 15 year concession includes an investment programme
established in a Master Plan designed in 2001 by a Consortium
that included the Louis Berger Group and the Aéroports
de Paris Group. The Investment plan will amount to approximately
US$350m
- The financial closing, (which is 6 months after the awarding
of the concession) is for apprx US$315 M. The Master Plan includes
the upgrade of the current airport terminal and the construction
of a new international terminal.
