César Barrero is an associate attorney with the Firm. He practices in the areas of administrative law and infrastructure projects, and has substantial experience in matters related to public contracts, the awarding of infrastructure contracts and public utility regulation.
Prior to entering the Firm he served in a number of public positions, including Acting Deputy Director for Administration and Finance, Legal Counsel and Port Coordinator for the National Concessions Institute (INCO), and Head of the Legal Office of the Regulatory Commission for Potable Water and Basic Sanitation (CRA). He also served as the National Government's representative on Investment and Competition Policy in the negotiation of the Free Trade Agreement with the United States, and as Colombia's delegate to the First Hemispheric Conference on Port Security held by the Inter-American Committee on Ports (CIP) of the Organization of American States (OAS). He has been a professor of Constitutional Law at Universidad Sergio Arboleda since 2003.
